General Products Safety Regulation (GPSR) Services
The EU General Product Safety Regulation (GPSR) of 2023 is a regulatory framework that aims to ensure that all consumer products on the EU market are safe consumers, including children, the elderly, and people with disabilities. GPSR will apply from 13 December 2024. It will replace the General Product Safety Directive 87/357/EEC. It applies to non-food products, whether sold offline or online. The GPSR addresses societal changes such as increasing digitalization, new technological developments, and globalized supply chains. It provides a safety net for consumers by ensuring that only safe products are offered in the EU, regardless of their origin.
The GPSR includes several key elements:
- It considers the evolving nature of a product and its interconnectivity in the safety assessment of consumer products.
- It improves conditions for product safety between online and offline sales.
- It establishes specific product safety requirements for online marketplaces to protect consumers against dangerous products sold via these platforms.
- It extends the obligation for all non-harmonized products imported to the EU to have an economic operator within the EU responsible for product safety issues.
- It provides national authorities with necessary tools to enhance their enforcement powers.
- It ensures effective product recalls by requiring direct contacts with consumers and standardized recall notices.
- It also includes provisions for manufacturers to investigate complaints and accidents concerning the safety of their products, maintain an internal register of complaints, product recalls, and any corrective measures taken.
